The Pima County Radio Amateur Civil Emergency Service (RACES) is tasked with providing flexible back-up communication support during periods of unusual need, and as requested by the Pima County Office of Emergency Management and Homeland Security (PCOEM&HS) Director, or his/her designated county official. The RACES program is directed by the county designated RACES Chief Radio Officer, who reports to the county PCOEM&HS Directors' designated official.
The primary station is located in the Pima County Emergency Operations Center (EOC). A second station is located in the TOAD/COMM2 a Mobile Interoperabily Vehicle. Additionally 8 major hospitals in the Metropolitain Tucson area have VHF/UHF Amateur Radio Stations for backup communications. A cadre of trained operators is designated to support these stations, and provide other communication services as directed by the PCOEM&HS Director or designee.
Directed communications may be intra-county, inter-county, or beyond the boundaries of the State of Arizona, as determined by the need. Authorized RACES operators working from personal stations may be asked to provide support.

Radio Amateur Civil Emergency Service (RACES) is a volunteer organization of amateur radio operators who are licensed by the Federal Communications Commission (FCC) to provide essential communications for State and local governments in time of emergency. Created in 1952 to serve in civil defense emergencies, RACES provides essential communications and warning links to supplement State and local government operations during emergencies.
As a secondary function, RACES is sponsored by the Federal Emergency Management Agency (FEMA) to provide emergency communications for civil preparedness purposes. RACES members use their primary stations or designated RACES stations to conduct emergency communications on specific frequencies.
